Xi Jinping enters CCP’s “Third Echelon List”
In the 1980s after the “Cultural Revolution” of the Communist Party of China, the Organization Department of the Central Committee of the Communist Party of China established the Youth Cadres Bureau. In the second half of 1983, the CCP decided to establish a list of reserve cadres at the provincial and ministerial levels, which Hu Yaobang called the “third echelon list.”

In 1982, Xi Jinping came from the General Office of the Central Military Commission of the Communist Party of China to Zhengding County as deputy secretary of the county party committee. In 1983, he was promoted to secretary of the county party committee.
In 1985, Xi Jinping was transferred to the Standing Committee of the Municipal Party Committee and Deputy Mayor of Xiamen City, Fujian Province. After 1999, Xi Jinping served as deputy secretary of the Fujian Provincial Party Committee and governor. In 2002, Xi Jinping was appointed Secretary of the Zhejiang Provincial Party Committee. In 2007, Xi Jinping was appointed Secretary of the Shanghai Municipal Party Committee. In the same year, he became a member of the Standing Committee of the Political Bureau of the Communist Party of China.
Bo Xilai failed to enter the “third echelon”
Interestingly, Bo Xilai, who has a similar experience to Xi Jinping, failed to enter the “third echelon”. Prior to this, in March 1982, Chen Yun personally named Li Rui to the Airborne Central Organization Department to take charge of the reserve selection of young officials of the CCP. The experiences of the selected local officials during the Cultural Revolution were the top priority of the investigation.
Chen Yun clearly stated that the “three types of people” during the Cultural Revolution could not be promoted, and those who had been promoted must be removed from the leadership team. The three types of people refer to those who started the rebellion following the Cultural Revolution Group of the Central Committee of the Communist Party of China during the Cultural Revolution, those with serious gang ideas, and those who vandalized, smashed, and looted.
Chen Yun, who was frightened by Mao Zedong’s Cultural Revolution, warned: You can’t just look at the temporary performance of some people. These people have to climb up. Once the climate is suitable, or there is some turmoil within the CCP, they will become energy. A big trouble maker.

Bo Xilai’s performance during the Cultural Revolution

Taiwan media “Apple Daily” reported on December 8, 2012 that during the Cultural Revolution, Bo Xilai personally beat his father, Bo Yibo, with an iron fist, which made his father’s eyes black and he fell to the ground. When this was not enough, he stomped on his father’s chest several times, breaking three ribs.
In addition, Bo Xilai developed a bad habit of stealing during the Cultural Revolution. The Asahi Shimbun Chinese Network reported that Bo Xilai drove a stolen car during the Cultural Revolution and hit and killed a donkey.
Taiwan media “Apple Daily” reported on April 14, 2012 that Bo Xilai also stole a “Chinese-Russian Dictionary” priced at 12.5 yuan from Wangfujing Bookstore. At that time, this was a very expensive book, and Bo’s theft was not because he loved books, but to resell the book to others for 10 yuan.
Years later, people on the “Third Echelon List” entered the CCP’s senior ranks. Except for two members of the Standing Committee of the 17th and 18th Politburo of the Communist Party of China, all are on the list.
