“We entered the air-raid shelter at 7 o’clock today. Mao Anying and three staff officers were in the house. At 11 o’clock, when four enemy planes passed by, the four of them had come out. After the enemy planes passed, the four of them returned to the house, and suddenly four more enemy planes came Nearly a hundred incendiary bombs were dropped, hitting the house. Two staff officers ran out at that time, but Mao Anying and Gao Ruixin were burned to death at 16:00 on the 25th.
Peng’s call to “congratulate the Military Commission” instead of calling Mao Zedong was considered by the outside world to be an attempt to handle Mao Anying’s death according to official procedures.
It is reported that after receiving the telegram, Ye Zilong, director of the Central Secretariat, “was not sure what to do with it,” so he handed the telegram to Zhou Enlai.
After Zhou En read the telegram, he commented on the telegram: “Liu (Shaoqi), Zhu (De): Because the chairman has been in poor health for the past two days, I did not show it to him.”
It was not until nearly 40 days later, on January 2, 1951, that Zhou Enlai asked Ye Zilong to deliver Peng Dehuai’s telegram to Mao Zedong.
Ye Zilong described the scene at that time in “Yi Zilong’s Memoirs”, saying that he walked into Mao Zedong’s office with a telegram, and Mao was reading a newspaper on the sofa at the time. Ye Zilong whispered “Chairman” and then handed the telegram to him…
“Mao read the brief telegram for three or four minutes, with his head buried deep in his head. When he raised his head, I saw that he had no tears or any expression, but his face was very ugly.”

It is reported that Zhou Enlai also attached a letter to Mao Zedong and Jiang Qing.
Zhou said in the letter: “Comrade Mao Anying’s sacrifice is glorious. At that time, because you all had a cold, I did not send this telegram for reading, but I sent it to Comrade Shaoqi for reading. Before and after this incident, I contacted the Telegraph Department The party committee and Peng asked them to pay serious attention to the safety issues of the command organization. People who came back from the front often mentioned this matter.”
There are two major doubts about Zhou Enlai’s letters: First, a cold is not a serious illness, and it is impossible for medical staff to let Mao Zedong catch a cold for nearly 40 days. According to the “Chronology”, Mao Zedong also dealt with other matters normally and continuously during these nearly 40 days; secondly, Zhou considered nearly 40 days before delivering the telegram to Mao Zedong, which was undoubtedly the result of careful consideration, but the letter emphasized that “in Before and after this incident, I contacted the Party Committee of the Telegraph Department and Peng, asking them to pay serious attention to the safety of the command organization.” This seemed to imply that the responsibility for Mao Anying’s death was placed on Peng Dehuai.
