At the foot of the West Mountain outside the Fifth Ring Road in Beijing, within the “Capital Environmental Protection Zone”, there is a small mountain village called Beixinzhuang. But even the villagers of Beixinzhuang may not be aware of Jushan Farm, a “special supply base” located in the village. A reporter from a media wandered around the village and its surroundings for nearly an hour, and finally determined the location of Jushan Farm based on the vague impression described by a fruit stall owner outside the village and many inquiries from people he met on the road. This villager lives in a community less than fifty meters away from Jushan Farm, but if asked about the details of the farm, he is confused. He said that except for knowing that the farm grows vegetables for the “chiefs” and the “Political Bureau”, everything else about the farm is “mysterious”. “No one has ever been in. Jushan Farm is now a “special supply base” under Beijing Capital Agriculture Group Co., Ltd. (hereinafter referred to as “Capital Agriculture Group”), and has jurisdiction over Haidian Base (i.e. Beixinzhuang Jushan Farm) and Yanqing Base. Because of its “special supply base” ” identity, the winning bidder for the Jushan Farm Irrigation Project also has a very good origin. It is a directly affiliated unit established by the State Planning Commission (now the National Development and Reform Commission) in 1993 – “Dahua Engineering Management (Group) Co., Ltd.”
So, what is so special about a special farm as a “special supply base”? In order to find out, the reporter adopted the most primitive method of “sit-down”.
Around five o’clock in the afternoon, the tranquility of Jushan Farm was temporarily “broken”. After several cars drove out, Jushan Farm employees riding bicycles came home from get off work one after another. They were dressed simply and showed no expressions. Modern high-tech and green and pollution-free are the two special golden signs of the special farm. Beixinzhuang villagers told reporters that Jushan Farm generally does not recruit local villagers, but an old lady who was exercising in the park at the third intersection outside Beixinzhuang Village told reporters that her wife once worked at Jushan Farm. She told reporters: “The farm grows about a dozen There are several varieties, some of which are special varieties that we have never seen before, but who grows and picks the vegetables will be strictly recorded. The aforementioned Beixinzhuang villager, who lives in a community less than 50 meters away from Jushan Farm, told the reporter of New Business Weekly: “‘Jushan’ should be stricter than ‘Customs’, even for different dishes.” The growers are not interchangeable with each other. The author recently had the chance to meet a farmer who grows special vegetables for the local township government canteen. The following is the relevant information obtained from talking to him——
Q: How old are you this year?

Q: How were you selected to become a special household?
Answer: The township government canteen holds a bidding meeting every year to determine the special households for that year. After I found out about this, I went to bid. There are many farmers participating in the bidding every time, probably more than ten. Three households were chosen based on the best, because one household could not meet the needs of the canteen. People thought my conditions were good, so I won the bid. This is the fourth time I have won the bid this year. After winning the bid, both parties must sign the contract in triplicate, one for the individual and one for the township government, and one copy must be retained at the notary office.
Q: Are there any specific requirements on the quantity and weight of vegetables provided?
Answer: Yes, of course, it is clearly written in the contract.
I have a total of more than two acres of land, and I deliver food to the township government canteen every Wednesday and Saturday. I deliver food worth about 30,000 to 60,000 yuan every year.
The township cannot do the testing, so we always ask experts from the city’s Quality Inspection Bureau to do it. Pesticides must not exceed the standard, that is, we must not dare to exceed the standard.
I mainly use vinegar and white wine to deworm my vegetable plot, and the hotter the weather, the more effective it is. Sometimes carbendazim is also used. I always choose the kind of carbendazim produced in Shanghai, which is of high quality and effective. I don’t dare to use other brands. If the test fails, the gain will outweigh the loss. Oh, you don’t know how strict they are!
One time the test exceeded the standard. The reason is that I applied urea that time, because it rained and the vegetables were flooded. If I didn’t apply chemical fertilizer, I couldn’t save it, so I had no choice but to use chemical fertilizer. When I delivered food to them that time, I told them clearly about this in advance, but when someone from the Municipal Quality Inspection Bureau came to test it, the result was that it still exceeded the standard. All that batch of vegetables was returned. I transferred the food to the canteen of the disabled factory, but their standards were not as high as those of the township government. To be honest, that batch of vegetables is actually much better than what is sold in the market, but the township government canteen will not accept it from you.
Question: If their requirements are so high, your costs and labor input will be high. Will the price be higher than ordinary dishes?
Answer: Of course, it is about one-third higher than the ordinary dishes on the market.
Question: Can you tell me about the situation in the township government canteen?
Answer: To be honest, I have eaten in their cafeteria several times, with at least four dishes, and I had a great meal. There are hundreds of people in the canteen. Breakfast is 2 yuan, lunch and dinner are 4 yuan, and the security guard also eats together.
Question: In addition to the special supply of vegetables, do other rice, noodles, oil, meat, seafood, etc. also need to be specially supplied through bidding?
Answer: Yes, I know that in addition to those that specialize in dishes, there are also those that specialize in seafood, rice and noodles. There are special sources for everything. Bidding is also held once a year. The best bidders are selected and competed. It was also intense.
Q: Are you planning to continue bidding this year?
A: I don’t plan to continue working this year. Firstly, I was too tired, and secondly, my wife was not in good health and couldn’t do anything.
This farmer specially supplies the leftover dishes from the township government canteen, which usually don’t sell well, so they set up stalls in the market. The strange thing is that his vegetable stall is often visited by regular and repeat customers because they all know that his vegetables are green and pollution-free.
There is a customer with a southern accent who comes in every two days and buys 5 kilograms of tomatoes each time. He said it tasted so good that he would eat it raw as fruit when he bought it.
The author has also bought tomatoes from this farmer. My wife told me that it tastes great, slightly sour and slightly sweet, with the unique aroma of tomatoes. It really has the “taste of childhood” that I haven’t seen for a long time. Moreover, another feature of his tomatoes is that the skin can be peeled off directly without boiling water. Over the years, when I buy tomatoes home, I always boil them in boiling water before peeling off the thick layer of skin.
